The application session for the Casa Verde program has closed after reaching the maximum limit of 745 project proposals for the year 2025

July 17, 2025, Chișinău – The application session for the Casa Verde financial product, supported by the European Union and Germany within the Residential Energy Efficiency Fund of Moldova (FEERM), has officially closed after reaching the maximum limit of 745 project proposals for the year 2025.

 

The total budget allocated for this phase amounts to 149 million MDL, and all proposals submitted before reaching the cap will be evaluated by the National Center for Sustainable Energy (CNED), in accordance with the established criteria.

 

The Casa Verde funding product is designed for individual households with at least one minor child. It offers financial support of up to 200,000 MDL, covering a maximum of 50% of the total cost for energy efficiency renovation works and the installation of energy-efficient equipment.

 

The application process was carried out entirely online via the platform www.feerm.md, and all submissions will be reviewed on a first-come, first-served basis, as per the approved procedures. Applicants will be notified about the next steps via the platform and the email address linked to their digital signature.

 

To receive email notifications, applicants must verify and validate their email address in the MPass system by following these steps:

- Go to the MPass profile page: https://mpass.gov.md/profile

- Select the “Edit Contacts” option

- Enter the email address in the dedicated field under the MNotify interface

- Save the entered address

- Click on the “Verify” button

- Confirm the address by clicking the link received by email

Once confirmed, the email address will be automatically linked to the www.feerm.md platform during the next login. All status updates related to the application will be sent to this verified email address.

 

After project approval, the renovation works can begin, and the grant will be disbursed only upon full completion and official acceptance of the interventions. Quality control and compliance with technical requirements will be ensured by a site supervisor contracted by the beneficiary and monitored by the National Center for Sustainable Energy, which oversees the implementation of Casa Verde under FEERM.

 

“The first phase of the Casa Verde financial product closed successfully, offering citizens a structured and accessible way to apply. Within just two weeks, the maximum annual allocation of 149 million MDL was reached, proving a high level of interest from the population in this financing instrument. The application period was sufficient for applicants to prepare and submit their files, demonstrating the effectiveness of the application mechanism. We will continue to develop and adapt this tool to enable more families to reduce their energy bills by transforming their homes into more efficient and sustainable spaces,” stated Ion Muntean, Director of CNED.

 

Eligible renovation works include:
- Insulation of walls, roofs, and basements
- Replacement of doors and windows with high-performance models
- Installation of biomass boilers, heat pumps, and ventilation systems with heat recovery
- Installation of photovoltaic panels with storage batteries
- Systems with pumps or electric vehicle charging stations

The works for approved projects will be carried out exclusively by economic operators registered on the www.feerm.md platform.

 

Information regarding a new funding round will be announced publicly, depending on budget availability.

 

The FEERM program is developed by the Government of the Republic of Moldova with financial support from the European Union and is implemented by the National Center for Sustainable Energy (CNED) and the Ministry of Energy. It is supported through the “Energy Efficiency and Renewable Energy for Moldova” (E4M) project, implemented by GIZ in partnership with the Government of Moldova, and financed by the Government of Germany, with co-funding from the European Union, Norway, and Denmark.

The Casa Verde component also benefits from complementary technical assistance provided by Expertise France, part of the AFD Group, through the project “Technical Assistance for the Green Transition in the Republic of Moldova”, financed by the European Union.
