Authorities and development partners discuss priorities for accelerating and scaling up investments in building energy efficiency

25 September 2026, Chisinau – Accelerating and scaling up investments in the energy efficiency of public and residential buildings, expanding ongoing projects and preparing new investments for the coming years were among the topics discussed at the coordination workshop on energy efficiency in public and residential buildings in the Republic of Moldova.

 

The event brought together representatives of national authorities, international financial institutions, implementing agencies and development partners involved in financing and implementing energy efficiency projects in the Republic of Moldova. Currently, energy efficiency programmes worth more than EUR 400 million are underway in the public and private sectors.

 

Participants reviewed the progress of national programmes, projects implemented with the support of development partners, investments planned for 2026–2027, as well as the main needs for the next stage

 

In the residential sector, the National Centre for Sustainable Energy (CNED) presented the progress of financing products under the Energy Efficiency Fund for the Residential Sector of Moldova (FEERM).

 

“Buildings account for more than 50% of total energy consumption, with residential buildings accounting for more than 80% of the energy consumed in buildings. These figures demonstrate the scale of the need to invest in the energy efficiency of this sector. Interventions need to address different needs – from the energy renovation of apartment buildings and support for individual homeowners through the Green House Programme, to dedicated financing products for vulnerable households. We already have mechanisms and implementation experience in place, and the challenge is to increase the pace and expand access to these investments. To achieve this, cooperation between public authorities, development partners and the private sector remains essential,” said Ion Muntean, Director of CNED.

 

“Energy efficiency in buildings remains an important priority of energy policy, and investment in this area needs to continue at a sustained pace. The programmes currently under implementation already provide a basis for expanding interventions in the residential and public sectors. Going forward, it is important to ensure coordinated investment planning, strengthen implementation capacity and make the most effective use of the support provided by development partners,” said Vitalie Mîța, State Secretary of the Ministry of Energy.

 

For public buildings, the Energy Sector Projects Implementation Unit (UCIPE) presented the progress of investments in energy renovation and the experience gained in preparing and implementing such projects. Representatives of the Office for Spatial Planning, Urban Planning, Construction and Housing also presented the main actions and results in the field of building energy efficiency, with a focus on strengthening the capacity of Moldova’s construction sector.

 

Development partners presented ongoing and planned investment and technical assistance projects for the coming period. The exchange of information aimed to improve coordination of available resources and accelerate the implementation of investments

 

The challenges discussed included the market’s capacity to absorb the available volume of investment, implementation capacity, and the availability of the specialists required to prepare and implement projects.

 

For the 2027–2030 period, participants highlighted the need for coordinated planning of investments and technical assistance. An up-to-date overview of projects under preparation and implementation will enable a more accurate assessment of financing needs and help identify areas where additional support is required.

 

The workshop was organised by Expertise France, part of the AFD Group, under the Moldovan Green Transition Technical Assistance Facility, with the participation of the Ministry of Energy and the National Centre for Sustainable Energy.
