28^th of April 2026, Chisinau – One of the first residential buildings from the Chisinau municipality, included in the governmental program of energy efficient renovation via the Fund for Energy Efficient Renovation in the Residential field from Moldova (FEERM), has officially joined the renovation process.

The launch of works at the building on the street Calea Iesilor 5/5 took place at an event, where participated the Minister of Energy, Dorin Junghietu, and the Director of the National Centre for Sustainable Energy, Ion Muntean.

The building with 36 apartments is one out of the first from the capital, who benefits from funding from FEERM. The value of the renovation works is 4,36 million lei, out of which 3,05 million lei are offered as a grant via the Fund of Energy Efficiency in the Residential field, representing 70% out of investment. The residents’ contribution represents 30%. Moreover, the energetic vulnerable families benefit from an additional support between 15% and 90% from own contribution, estimated around 380 thousand lei. So, the total support offered by the state reaches around 3,43 million lei, but the effective contribution of beneficiaries is around 928 thousand lei.

“Each energy efficient renovated residential building means smaller bills, more comfortable houses, and more safety for people. This project clearly highlights how the state support functions, from an investment of 4,36 million lei, around 3,43 million are being covered from public funds. Additionally, the vulnerable families benefit from supplementary support. Via FEERM, we aim to transform the energy efficiency into a direct benefit for citizens, and we have the goal to expand this model on a national level, so that more communities could live better”, stated the Minister of Energy, Dorin Junghietu.

The works include the insulation of external walls, foundation and pedestal, replacement of windows and doors from common spaces, also the thermic isolation of relevant structural elements. The interventions will reduce the heat losses by 64%, and would generate annual savings estimated at around 588 thousand lei at energy bills, at the same time significantly contributing to the rise of the thermic comfort for the residents.

“The fact that we can reduce the bills of a community by nearly 600 thousand lei annually, it is a confirmation of the economic rationality behind this program. FEERM represents the most ambitious modernization project ever launched in Moldova, in the residential sector. We do not talk only about reducing the energy bills, but also about an immediate growth of the apartments value, and the day by day comfort. I urge the residents’ association not to see this opportunity as just expenditure, but as the safest investment on the market, a mechanism through which the state covers the majority of costs, and the resulted savings remain integrally in each family’s budget.”, stated Ion Muntean.

The governmental program FEERM has a budget of more than 1,4 billion lei till the year 2027, and supposes the renovation of at least 507 thousand square meters of residential houses.

We remind that a new call was launched by CNED, recently , for APC with adjusting the financial product. In this call, are eligible inclusively the buildings that were finished after 2005, if they need thermo isolation works, but the associations contribute with 10% from the cost of the energetic audit. All the measures that reduce the energy consumption or protect the investments, are financed, including the installment of photovoltaic systems, provided that the building is thermo isolated.

The National Centre for Sustainable Energy (CNED) is the public institution, which has the mission to coordinate and organize the activities aimed to ensure the implementation of state policies in the attributed activity fields, inclusively by attracting and managing the financial resources for financing, and promoting the projects and programs in these fields in a sustainable way from the environmental point of view, and the climate change, and which could contribute to the rise of the level of energetic security of the country.
