The State FEERM Programme and Its Impact in Rural Areas: the Example of the Doboș Family from Mirești Village

May 26 2026, Chisinau - The Energy Efficiency Fund in the Residential Sector of Moldova (FEERM) is bringing visible changes to households in rural areas, where investments in energy efficiency translate directly into greater comfort, safety, and savings during the cold season.

 

The Doboș family from Mirești village, Hîncești district, who are raising four children, are among the beneficiaries of the state FEERM programme. Through the pilot project implemented under FEERM, in the autumn of 2025, the Doboș family significantly improved the thermal comfort of their home and reduced energy consumption during the cold season.

 

For the family, ensuring a warm home was a priority, especially given that heating costs during winter represent an important share of their monthly household budget. “We are happy that we managed to renovate our house; we had wanted this for a long time, and we would not have been able to do it on our own,” the family members shared.

 

In everyday life, the changes became noticeable immediately after the renovation — the house heats up faster, and the children now enjoy a comfortable space for homework, activities, and time spent at home.

 

Through the State FEERM Programme, the house benefited from energy renovation works, including wall insulation with mineral wool. The heating system was modernized through the installation of a biomass boiler and radiators throughout the house. The works were completed in approximately three weeks. They were financed at a rate of 50% by the European Union and the Government of Germany through FEERM, within the framework of the project “Energy Efficiency and Renewable Energies for Moldova (E4M)”, implemented by GIZ Moldova; 45% was allocated from the Energy Vulnerability Reduction Fund, while only 5% represented the family’s contribution.

 

Whereas previously the family’s firewood consumption during winter was significantly higher, this winter they managed to reduce the amount used by almost half, resulting in savings for the household budget. “The freezing temperatures this winter did not worry us; the temperature in the house remained comfortable. The warmth was constant, the children can play and do their homework without worries, and firewood consumption has decreased considerably,” said Gheorghe Doboș.

 

For the Doboș family, the changes are felt every day — in the comfort of their home and in the peace of mind with which they go through the cold season.

 

The FEERM Programme was developed by the Government of the Republic of Moldova with the financial support of the European Union, implemented by the Centrul Național pentru Energie Durabilă and the Ministry of Energy, and supported through the project “Energy Efficiency and Renewable Energies for Moldova (E4M)”. E4M is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) together with the Government of the Republic of Moldova, financed by the Government of Germany and co-financed by the European Union, Norway and Denmark.
